You have overlooked a key fact in your data manipulation.  Beluga and most other plants are for pure electrical generation.  The Ft. Wainwright and Eilson plants are primarily for base distric heat system (keeping ALL of the facilities on base supplied with heat in the interior winters) with electricity almost as a by-product.  That skews your numbers drastically, which may be just what you wanted to do.</description>
